ผลกระทบจากการเปิดการค้าเสรีอาเซียนต่อการส่งออกเครื่องประดับเงินแท้ไทยไปยังอาเซียน

Abstract

                     งานศึกษาชิ้นนี้มีวัตถุประสงค์ในการวิเคราะห์ผลกระทบจากมาตรการทางการค้าภายใต้ความตกลงการค้าสินค้าของอาเซียน (ATIGA) ต่อการส่งออกเครื่องประดับเงินแท้ของผู้ประกอบการอัญมณีและเครื่องประดับไทยไปยังประเทศสมาชิกในอาเซียนและการนำเข้าวัตถุดิบจากแหล่งต่างๆ ผลการศึกษาพบว่าการส่งออกเครื่องประดับเงินแท้ของไทยไปยังตลาดหลักนอกภูมิภาคอาเซียนอย่างสหรัฐอเมริกามีสัดส่วนที่ลดลงและสัดส่วนการส่งออกไปเยอรมนีไม่เพิ่มขึ้นมากนัก สาเหตุหลักเกิดจากการที่ตลาดหลักนอกอาเซียนมีการตัดสิทธิพิเศษ GSP เครื่องประดับเงินจากไทย ในขณะที่ภายหลังจากที่มีการประกาศใช้มาตรการทางการค้าภายใต้ความตกลงการค้าสินค้าของอาเซียน (ATIGA) การส่งออกไปยังอาเซียนมีสัดส่วนเพิ่มขึ้น ประเทศในอาเซียนที่ไทยส่งออกเครื่องประดับเงินแท้ไปในอันดับต้นๆ ได้แก่ ประเทศสิงคโปร์และมาเลเซียซึ่งทั้งสองประเทศนี้เป็นศูนย์กลางการค้าอัญมณีและเครื่องประดับ โดยสิงคโปร์มีมาตรการทางการค้าค่อนข้างเสรีอัตราภาษีนำเข้าเครื่องประดับเงินแท้เป็นศูนย์อยู่แล้วก่อนข้อตกลง ATIGA สำหรับประเทศในอาเซียนอื่นๆ ที่น่าสนใจได้แก่ ประเทศอินโดนีเซีย เป็นตลาดในอาเซียนที่มีความสำคัญเป็นลำดับที่สาม และประเทศที่มีแนวโน้มการนำเข้าเครื่องประดับเงินแท้จากไทยสูงขึ้นได้แก่ เวียดนามและฟิลิปปินส์ ทางด้านการนำเข้าวัตถุดิบเข้ามาในประเทศเพื่อทำการผลิต เช่น การนำเข้าพลอย โลหะเงิน อัญมณีสังเคราะห์ ไข่มุก พบว่าก่อน ATIGA ส่วนใหญ่อัตราภาษีนำเข้าของไทยเป็นศูนย์อยู่แล้วมีเพียงไข่มุกเท่านั้นที่มีการคิดอัตราภาษีนำเข้าจนถึงปี พ.ศ. 2550 ประเด็นด้านภาษีนำเข้าวัตถุดิบจึงไม่เป็นอุปสรรคในการผลิตเครื่องประดับเงินแท้ของไทย และหลังจากความตกลง ATIGA พบว่ามีเพียงโลหะเงินเท่านั้นที่มีการนำเข้าจากอาเซียนสูงขึ้นอย่างไรก็ตามหลังจากมีความตกลง ATIGA มีการขอใช้สิทธิ์ตามความตกลงเพื่อให้เป็นไปตามกฎเกณฑ์ว่าด้วยถิ่นกำเนิดสินค้าในการส่งออกเครื่องประดับเงินแท้ไปยังประเทศต่างๆ ที่เกี่ยวข้องกับการใช้สิทธิประโยชน์ในการส่งออกโดยระบุให้เป็นไปตามกฎเกณฑ์ดังกล่าว


 


 


 
                     This research aims to study impacts of trade measures under the ASEAN Trade in Goods Agreement (ATIGA) on the exports of  silver jewelry from Thailand to ASEAN countries as well as on the imports of raw materials from various sources. Research findings suggest that exports of Thai silver jewelry to such major markets outside ASEAN such as the United States has proportionally declined while the proportion of export to Germany has not increased much. The main reason is that those markets outside ASEAN have cut GSP on silver jewelry from Thailand. After the launch of ATIGA trade measures, exports of Thai silver jewelry to ASEAN are comparatively increased. Top ASEAN countries Thailand exports of Thai silver jewelry to are Singapore and Malaysia both serving as gems and jewelry trading hubs. Singapore’s trade measures are rather free and the country offers zero customs tariff for imports of silver jewelry even prior to ATIGA. Another interesting ASEAN country is Indonesia the third most important ASEAN market. Those ASEAN countries that have tendency to import silver jewelry from Thailand are Vietnam and the Philippines. With regard to importing raw materials for production such as gems, silver metals, synthesized gems, and pearls, the research finds that prior to ATIGA Thailand import tariffs for those raw materials were zero except pearls upon which import tax was imposed until 2007. Therefore, import tax of raw materials is not a barrier for production of Thai genuine silver jewelry. Following ATIGA, only silver metals are increasingly imported from ASEAN. After ATIGA introduction, requests to utilize agreement privileges were made in compliance with the rule of product origin in exporting silver jewelry to countries entitled to.
