ความคิดเห็นของคณะกรรมการหมู่บ้านต่อการดำเนินงานขององค์การบริหารส่วนตำบลวังแสง อำเภอแกดำ จังหวัดมหาสารคาม

บทคัดย่อ

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความคิดเห็นของคณะกรรมการหมู่บ้านต่อการดำเนินงานขององค์การบริหารส่วนตำบลวังแสง อำเภอแกดำ จังหวัดมหาสารคาม และ 2) ศึกษาข้อเสนอแนะของคณะกรรมการหมู่บ้านที่มีต่อการดำเนินงานขององค์การบริหารส่วนตำบลวังแสง อำเภอแกดำ จังหวัดมหาสารคาม

ผลการศึกษาพบว่า

1. คณะกรรมการหมู่บ้านมีความคิดเห็นต่อการดำเนินงานขององค์การบริหารส่วนตำบลวังแสง อำเภอแกดำ จังหวัดมหาสารคาม โดยภาพรวมและรายด้านอยู่ในระดับมากเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ดังนี้ ด้านการส่งเสริมการศึกษา ศาสนา และวัฒนธรรม ด้านการให้มีและบำรุงทางด้านอื่นตามที่กฎหมายกำหนด ด้านการป้องกันและระงับโรคติดต่อ ด้านการคุ้มครอง ดูแล และบำรุงรักษาทรัพยากรธรรมชาติและสิ่งแวดล้อมด้านการส่งเสริมการพัฒนาสตรี เด็ก เยาวชน ผู้สูงอายุและผู้พิการด้านการป้องกันและบรรเทาสาธารณภัย ด้านการรักษาความสะอาด และด้านการบำรุงศิลปะ จารีตประเพณีภูมิปัญญาท้องถิ่น และวัฒนธรรมท้องถิ่น

2. ข้อเสนอแนะของคณะกรรมการหมู่บ้านที่มีต่อการดำเนินงานขององค์การบริหารส่วนตำบลวังแสง อำเภอแกดำ จังหวัดมหาสารคาม พบว่า ด้านการให้มีและบำรุงทาง ควรมีการบำรุงรักษาทางน้ำหรือทางบก ต้องทำประชาพิจารณ์หรือทำประชาคมให้ประชาชนในท้องถิ่น ทราบอย่างชัดเจนด้านการรักษาความสะอาด องค์การบริหารส่วนตำบล จัดทำป้ายประชาสัมพันธ์การรักษาความสะอาดของถนน ทางน้ำ ทางเดิน และที่สาธารณะ ด้านการป้องกันและระงับโรคติดต่อ ควรรณรงค์ประชาสัมพันธ์ให้ประชาชนรับรู้เรื่องโรคมะเร็งปากมดลูก จัดทำคู่มือการดูแลรักษาโรคมะเร็งปากมดลูก โรคมะเร็งเต้านมด้านการป้องกันและบรรเทาสาธารณภัย ควรจัดประชุมชี้แจงให้ผู้นำท้องถิ่นในพื้นที่องค์การบริหารส่วนตำบลอย่างต่อเนื่อง อย่างน้อยเดือนละ 1 ครั้ง ด้านส่งเสริมการศึกษาศาสนา และวัฒนธรรม องค์การบริหารส่วนตำบลควรมีการบริหารงบประมาณเองเพื่อจัดหาอาหารเสริม (นม) ตรงตามความต้องการของท้องถิ่น โดยส่วนกลางกำหนดมาตรฐานให้ท้องถิ่นสามารถจัดหาได้ ด้านการส่งเสริมการพัฒนาสตรี เด็ก เยาวชน ผู้สูงอายุและผู้พิการ ควรกำหนดมาตรฐานของผู้สูงอายุที่จะได้เบี้ยยังชีพให้ชัดเจน ตรงต่อผู้สูงอายุ ที่มีความเดือดร้อนจริง และการจัดลำดับผู้สูงอายุที่ได้เบี้ยยังชีพ ด้านการคุ้มครอง ดูแล และบำรุงรักษาทรัพยากรธรรมชาติและสิ่งแวดล้อม ควรรณรงค์ให้เป็นประชาชนในท้องถิ่นมีความรู้ เรื่องวิธีการใช้ยาฆ่าแมลงในนาข้าว ในสวนผลไม้ ด้านการบำรุงศิลปะ จารีตประเพณีภูมิปัญญาท้องถิ่น และวัฒนธรรมท้องถิ่น ครอบครัวควรปลูกฝังเยาวชนในครัวเรือนไปร่วมประเพณี และด้านอื่นตามที่กฎหมายกำหนด ควรชี้แจงความเข้าใจเรื่องการมีส่วนร่วมแบบประชาธิปไตยพร้อมทั้งให้ความรู้ ความเข้าใจ เรื่องหน้าที่ของประชาชน และการเสียสละเท่าที่จำเป็นต่อท้องถิ่น

The research aimed to 1) study the opinions of the village committee members on the operation of Wangsang Sub-district Administrative Organization, Kaedam District, MahaSarakham Province, and 2) study the suggestions of the village committee members on the operation of Wangsang Sub-district Administrative Organization, Kaedam District, MahaSarakham Province.

The results are as follows:

1. The village committee members had their opinions on the operation of Wangsang Sub-district Administrative Organization, Kaedam District, MahaSarakham Province, on the whole and by aspect, in the high level. Ranked in descending order, the aspects are: promotion of education, religion and culture; building and maintenance of ways; other aspects as designated by law; prevention and curb on communicable diseases; protection, care, and maintenance of natural resources and the environment; promotion of development of women, children, youths, the elderly and the disable; disaster prevention and mitigation; cleanliness keeping; and nurturing arts, traditions, local wisdom and local culture.

2. The suggestions of the village committee members on the operation of Wangsang Sub-district Administrative Organization, Kaedam District, MahaSarakham Province are listed as follows: on the aspect of building and maintenance of ways, there should be maintenance of water ways and land ways, and public hearings must be held for the people to know; on the aspect of cleanliness keeping, the Sub-district Administrative Organization should put up placards urging people to help keep the cleanliness of the streets, water ways, walk paths, and public places regularly and continuously; on the aspect of prevention and curb on communicable diseases, there should be continuous campaigns for the people to know about cervical cancer and breast cancer; the handbook on caring of cervical cancer and breast cancer should be written for the people to study on their own; on the aspect of disaster prevention and mitigation, the District should hold a meeting for local leaders, sub-district and village headmen under the jurisdiction of the Sub-district Administrative Organization to update their information, at least once a month; on the aspect of promotion of education, religion and culture, the Sub-district Administrative Organization should execute its own budget in order to procure food supplement (milk) as needed by the locality and in order that it meets the standard set by the Government; on the aspect of promotion of development of women, children, youths, the elderly and the disable, the standard of the elderly who are eligible for the life-sustaining allowance should be set in order that the allowance is given to the right person; on the aspect of protection, care, and maintenance of natural resources and the environment, there should be campaigns on how to use pesticide on rice paddies and fruit gardens in order to prevent the eco-system and the environment from deterioration; on the aspect of nurturing arts, traditions, local wisdom and local culture, families should instill the culture in the minds of the children by having the parents and children participate in traditional events and religious days, encouraging youths to organize traditional and religious activities suitable for them; and on the other aspects as designated by law, there should be continuous and effective publicity of the Sub-district Administrative Organization to explain to the people about their democratic participation, to impart to them the knowledge and understanding of the people’s duties and sacrifice for the locality as necessary.
