A tour program is an important initial step to create tourist’s experience at destination. It stimulates real experience of the destination through tourists’ perceptions of the community’s value on culture, tradition, ways of lives, activities, and tourism resources at the destination. The objectives of this paper is to explore factors that influence the design of the creative community based tourism tour program. This paper reviews relevant theories, as well as collecting qualitative data from in-depth interview, small group discussion and focus group discussion. The data was analyzed by using content analysis. From the data analysis, it was found that the key factors that influence on the successful of creating a tour program were; 1) community participation in creating and planning tour program, 2) local awareness of their skills, abilities and limitations on creating tour program, 3) well-thought-out on the planning process, and 4) selection process. The findings from this study will benefit communities as a host, by providing them the opportunity to maintain and reserve their cultures and natural resources. Moreover, the tour business will also be able to differentiate their business models from their competitors in the market and propose more value to their targeted tourists.
