Abstract

The objectives of this thesis were as follows 1). To study the public policy model for water management with weir alive in Banjanpor, Dontako subdistrict, Thasala district, Nakhon Si Thammarat province. 2). To modify the public policy model for water management with weir alive in Banjanpor, Dontako subdistrict, Thasala district, Nakhon Si Thammarat province. The samples were about 15 persons from key informants. The findings were as follows 1)The water management of government and public sector and government sector found that the most factor for policy making was problem which are effecfed to people in suffering and that problem was made for policy in resolution and selected the most method in practice and the difference of government found that government sector provided water first, i.e. damp building, pool etc., and the invite people in participation for administration of water by committee in each level that lead to strategic planning for water management by concerning organization for following and assessment and revise plan in each year. The water management by public sector found that the people were participated from the beginning of policy, the policy making, the bringing of policy into practice, a result throughout people's participation will insect for all process of project up to people can manage and self-sufficient without government helping. 2) The form of public policy in water management by weir alive in Banjanpor, Dontako sub-district, Thasala district, Nakhon Si Thammarat province, begining with application of three legs i.e. 1) To make people understand, to participate for understanding on occuring problem, for seeking the start of community happiness by all people try to find the way to make community happyness passing through thinking, brain storming and the feedback to community. 2) Without budget for begining, partcipate in work because the building of weir alive is no compensation but work with faith power and provide material in community. 3) Canel agreement, all must be regarded the orders in saving canel, all processes are managed by community throughout project running in weir alive up to finishing of weir alive completely, we can say that all three legs principle will appeared in all processes of public policy from the beginning of policy, policy making, to bring policy into practice, the result of policy working, people participation upto getting the public policy for water management with weir alive.
